Co-Founder and Senior Consultant
Chelsey Goddard is a seasoned prevention leader, public health expert and co-founder of Change Mavens, with three decades of experience designing innovative and practical change solutions for federal, state, and community-level teams and agency leaders. She specializes in translating prevention knowledge into effective practices and effectively integrating health equity and population-based practices into strategic and workforce development plans. Additionally, she has coached and mentored new and emerging leaders. She has a long track record of forging innovative cross-sector partnerships to build leadership and achieve transformative change. Chelsey was the director of two national training and technical assistance centers—the Center for the Application of Prevention Technology (CAPT) and the Strategic Prevention Technical Assistance Center (SPTAC)—serving community and state grantees across the country.

Co-Founder and Senior Consultant
Carol Oliver is a nationally recognized prevention leader, public health consultant, and co-founder of Change Mavens. She specializes in helping systems address complex health challenges and build effective, sustainable public health workforces. Known for translating complex ideas into clear, actionable strategies, Ms. Oliver brings a strong track record of designing collaborative processes that foster meaningful engagement, shared decision-making, and movement to action. She has extensive experience providing training and technical assistance at both the community and state levels. Her leadership roles include serving as director of a regional training and technical assistance center in Massachusetts and overseeing training and technical assistance for two national centers, including the Center for the Application of Prevention Technologies and the State Prevention Technical Center, where she currently works part-time.

When needed, Change Mavens will engage partner consultants to best meet the needs of our clients. This could include public health, prevention, communications, evaluation, and other subject matter experts. Partner consultants will never be brought onto a project without the express consent of the client.
